Ireland Strategic Investment Fund
The Ireland Strategic Investment Fund, managed and controlled by the National Treasury Management Agency (NTMA), is a sovereign development fund with a unique mandate. Our mandate is to invest on a commercial basis to support economic activity and employment in Ireland. Its predecessor was the National Pensions Reserve Fund (NPRF). The Fund is a strategic investor with strong connections in both the public and private sectors. The Fund is uniquely positioned to make connections and drive innovation across multiple industry players developing and delivering innovative opportunities that might otherwise go unrealised. The ISIF is comprised of the Discretionary Portfolio and the Directed Portfolio. The Discretionary Portfolio has a “double bottom line” mandate to invest on a commercial basis in a manner designed to support economic activity and employment in Ireland.
The Directed Portfolio (primarily public policy investments in AIB and Bank of Ireland) continues to be held within the ISIF under direction from the Minister for Finance. The ISIF strategy will focus on investments under five Priority Themes – Regional Development, Housing, Indigenous Businesses, Climate Change and Brexit. In addition to the Priority Themes, the Connectivity Fund sub-portfolio in the ISIF includes projects that enhance Ireland's global data, energy, and physical connectivity. During 2020, the COVID-19 pandemic created significant challenges for businesses in Ireland. In response, the Minister for Finance announced the establishment within ISIF of a €2 billion Pandemic Stabilisation and Recovery Fund (PSRF).
The Fund focuses on a number of priority themes such as Regional Development, Housing, Indigenous Businesses, Climate Change and sectors adversely affected by Brexit in addition to prioritising investments within our Pandemic Stabilisation and Recovery Fund. Flexibility is also maintained to selectively take advantage of compelling opportunities of national significance which are consistent with the ISIF mandate and do not fit under these investment.

Pandemic Stabilisation and Recovery Fund
The Pandemic Stabilisation and Recovery Fund (PSRF) was established in May 2020, following a review by the Minister for Finance of potential supports for Ireland's economy during the pandemic. As the pandemic recedes, the PSRF will shift from stabilisation investments towards recovery investments and this will play a key role in assisting the growth economy to flourish beyond the crisis.
The PSRF has the capacity to deploy up to €2 billion from existing ISIF resources to invest capital in Irish businesses with revenues of more than €50 million or more than 250 employees. The Fund will invest on a commercial basis to support businesses that have a path to return to long-term viability post-Covid.Read more
